Help the California Chiropractic Association (CalChiro) in advocating for the budget proposal to restore the Medi-Cal chiropractic optional benefit for adult beneficiaries and modifying the 2 visit a month Medi-Cal limit to a 24 annual visit limit.
The expansion of Medi-Cal made possible by the ACA has been successful in providing many of the most vulnerable populations in California health care coverage. As part of ensuring that more Californians have access to adequate health services, the California Legislature has been working towards restoring Medi-Cal Optional Benefits that were cut over a decade ago. The state most recently restored services such as optical services, podiatry, speech therapy, and incontinence creams and washes. However, chiropractic benefits have yet to be restored for the adult population of Medi-Cal beneficiaries.
Restoring the chiropractic Medi-Cal option comes at a low cost but yields cost savings and increased access to health providers, an important pain management alternative to combat the opioid epidemic. For a modest investment, forecasted to be less than $2 million annually, Californians will be able to access care by doctors of chiropractic. There have been several reports and studies that show that the coverage of chiropractic has yielded positive health outcomes and cost savings. For example, the CA Health Care Foundation found that alternative treatments to opioids, such as chiropractic care, have been found to play an important role in the delivery of cost-effective, non-drug services in both acute and chronic stages, as complementary to traditional treatments. The Chief Medical Officer for Partnership is quoted in the CHCF study saying “Since we launched the Managing Pain Safely Programs, we are saving more than $1 million per month in decreased opioid prescription claims”.

The expansion of Medi-Cal over the years has proven to be successful and we commend the efforts by the Administration in ensuring that Californians, particularly our most vulnerable populations, have affordable health coverage. The California Chiropractic Association (CalChiro) fully supports the expansion of health coverage for Californians and I strongly believe we must give recipients access to the full breadth of health practitioners. Unfortunately, adult Medi-Cal beneficiaries do not have access to chiropractic benefits because it has not been restored – chiropractic is the only optional benefit that has yet to be restored. All other Medi-Cal optional benefits that were cut during the Great Recession were restored a couple of years ago.
The proposed restoration, estimated to be $1.7 million annually, will avoid costly surgical interventions, provide Medi-Cal recipients with non-pharmacological treatments for pain and prevent an over-reliance on opioids that mask pain rather than addressing the root cause. There are numerous studies and evidence that has been shared with your team that shows just this. For example, The CA Health Care Foundation found that alternative treatments to opioids, such as chiropractic, have been found to play an important role in the delivery of cost-effective, non-drug services, as complementary to traditional treatments. The Partnership Chief Medical Officer is quoted in the study, “Since we launched the Managing Pain Safely Programs, we are saving more than $1 million per month in decreased opioid prescription claims”.
As budget conversations continue through the course of the legislative session, we urge you to concur with the Legislature in the value chiropractic care offers the millions of Californians receiving health benefits through the Medi-Cal program.

There are numerous studies and evidence that have found the use of chiropractic has avoided costly surgical intervention, is an effective non-pharmacological treatment for pain and can help prevent the use of over-reliance on opioids that mask pain rather than addressing the root cause.
For these reasons, I urge you to restore the Medi-Cal optional benefit for adult beneficiaries and removing the 2 visit a month cap before the legislative session ends. All Californians should have the opportunity to reap the benefits from receiving chiropractic care.
